Conclusions
We would argue that the current stagnation and constitutional “crisis” in the EU should be seen as a reality check.   “Ever Closer Union” may not be viable in Europe now.  But the remarkable progress and momentum achieved by the EU on numerous sectoral issues should not be lost.   There are limitations and constraints in EU environmental programs and policies, especially on the ...
