RE: Proposal for Advisory/Consultative Committee for International Studies and Programs

  1. Establishment of the Advisory-Consultative Committee.
    1. In accordance with relevant portions of Section 5 of the Bylaws for Academic Governance, it is recommended that there be established an Advisory-Consultative Committee to the Dean of International Studies and Programs. The Committee would provide for broad based participation by University faculty and students in the policymaking of the Office of International Studies and Programs.
  2. Functions
    1. The Committee shall serve in an advisory-consultative capacity on all matters pertaining to the work of the Dean's office including: undergraduate and graduate study abroad programs, foreign student affairs, exchange relationships with foreign institutions, international comparative and area studies, international contractual projects and other relationships.
    2. The Advisory-Consultative Committee shall consult and advise the Dean of International Studies and Programs with respect to the coordination of the University's overseas projects with the University's academic program; the types of recruitment and retention of qualified M.S.U. faculty and staff for such projects; the contribution of such projects to the research, service, and educational goals of the University; the academic propriety of current and proposed overseas projects; types of overseas projects in which the University shall engage; and qualifications for employment of non-university project members.
    3. The Committee shall also serve as the principal channel of communication at the policy level between the Office of International Studies and Programs and faculty and students.
  3. Procedures
    1. Composition of the Committee
      1. In implementing 4.9.2 of the By-laws, the Academic Governance Committee shall solicit recommendations of faculty nominees from the Advisory Councils of the colleges when vacancies occur. There shall be 16 faculty members, with at least two from the Faculty Council.
        One from each of the following:
        • College of Agriculture and Natural Resources
        • College of Engineering
        • College of Education
        • College of Arts and Letters
        • College of Social Science
        • College of Natural Science
        • College of Urban Development
        • University College
        • College of Business
        • College of Communication Arts & Sciences
        • College of Human Ecology
        • College of Human Medicine
        • College of Osteopathic Medicine
        • College of Veterinary Medicine
        • One from among the three residential colleges
        • One from the non-college faculty
      2. There shall be two undergraduate and two graduate student members.
    2. The Committee shall elect its own chairperson and determine its internal specific operating procedures.
    3. Reports to the Academic Council and Minutes to the Executive Committee should be submitted as per 5.1.4 of Bylaws for Academic Governance.
